Parking Violations and Appeals

In addition to the following penalties, SCAD reserves the right to tow vehicles for violation of parking regulations without warning and/or for unpaid parking citations. Further, students and employees who have outstanding parking fines will not be issued a new parking permit. Transportation and parking services may issue tickets and fines to all violators of SCAD parking regulations without warning.

Violations include but are not limited to the following:
  • Parking without a permit and/or an expired permit (vehicle subject to fines and towing).
  • Improperly placed parking permit (vehicle subject to fines and towing).
  • Parking with an altered or copied permit or illegal use of, reproducing, altering, defacing or falsifying registration information (vehicle subject to fines, towing and loss of parking privileges).
  • Parking in handicapped spaces without proper identification (vehicle subject to fines and towing).
  • Parking out of zone, against flow of traffic, at a yellow curb, on yellow lines, double parking, parking where prohibited by signs, across sidewalk or crosswalk, on grass, and/or parking in "No Parking Zone" (vehicle subject to fines and towing).
  • Blocking traffic, dumpster or roadway, parking in fire lane or blocking fire hydrant (vehicle subject to fines and towing).
  • Parking or driving in non-designated grass areas or service areas.

All fines are subject to change. Violation of SCAD parking regulations may result in the vehicle being removed at owner’s risk and expense and the loss of parking privileges.


Parking Citation Appeal Procedures

Administrative and Disciplinary Sanctions
1. SCAD may impose administrative and disciplinary sanctions upon students and employees who violate parking rules and regulations including, but not limited to:
  •  Encumbrance of records, grades or both
  •  Withdrawal or suspension of parking privileges
  •  Oral or written reprimand and other disciplinary actions
  •  Encumbrance of final paycheck
2. Habitual or Flagrant Violators
  • Employees — Any employee who is referred to the dean, department head or director for recommended administrative or disciplinary sanctions by the office of transportation and parking services may appeal that recommendation by following the appeal procedures.
  • Students — Any student who is referred to the student judicial board for recommended administrative or disciplinary sanctions by transportation and parking services may appeal that recommendation by following the appeal procedures. Such actions may include suspension or expulsion.
  • General public — Members of the general public who park on SCAD property in an unauthorized manner shall have their vehicles towed and shall be responsible for all related citations and impoundment fees.

Penalties
  • Payment of fines — Parking fines may be paid to SCAD by mailing the citation along with a check or money order made payable to the college to the address shown on the citation (York Hall, 115 E. York St., or Turner Express Office, 302 W. Boundary St., Savannah, GA 31402).
  • Late fees will be applied to any unpaid citations 30 days from the day the citation appears on the violator's account.
  • Vehicles may be towed at owner’s expense for accrual of two or more unpaid parking citations.
  • A hold will be placed on the account of any student with outstanding citations, and the student will be unable to register for classes.
  • A list of outstanding citations for any non-SCAD contract workers will be submitted to their supervisor for collection of the balance owed.
Special Events
  • College events may interrupt routine parking patterns. During any special event or SCAD activity, transportation and parking services will control parking lots in conjunction with college security.
  • Failure to heed instructions of transportation and parking services officials will result in the issuance of a citation and possible towing.
  • All valid permits issued by the office of transportation and parking services are honored.
General Guidelines for Appeals
Failure to follow the procedures for appeal will result in the assessment of appropriate fines and a forfeit of the right to appeal. Students, faculty and staff must submit their appeal through MySCAD. Visitor appeals should be directed to parking services by e-mailing Ticket Appeals. Improperly submitted appeals will not be considered.
  1. Submit appeal online by e-mailing Ticket Appeals.
  2. Appeals must be made (submitted and/or postmarked) within five days of the date of citation.
  3. The following shall be grounds for which an appeal is considered:
    • Substantial and valid evidence that the alleged parking violation was not committed
    • Appellant can verify that he or she was misinformed by parking services personnel
    • Verifiable officer error
  4. The following are not considered valid and will not be accepted:
    • Lack of knowledge of regulations
    • Tardiness due to class or appointment
    • Disagreement with amount of fine
    • Violation was of short duration
    • The lot in which the violation occurred was not full
    • Incomplete documentation that college personnel misinformed driver
Payments should be made payable to the SCAD Parking Services by mail to Turner Express Office, 302 W. Boundary St., Savannah, GA 31402. (Violator is responsible for maintaining the original copy of citation.)
